Discussion on Southeast Asia Advisory Committee Operations

The first afternoon session consisted of a discussion of Southeast Asia Advisory Committee operations. The committee discussed "the government's role and its engagement in cultural exchanges” and agreed unanimously that the government should not lead cultural exchanges with a top-down approach but should rather play a facilitative role and use a "decentralized” bottom-up approach. Group I :
Remapping SEA Cultural Infrastructure
(1) Creating a map of cultures "beyond ASEAN”
(2) Policy proposals:
- Enhancing education by offering:
- Foundation courses on SEA cultures
- SEA studies and academic research
- SEA languages and translation courses
- Loosening visa requirements
- Recognizing professional qualifications in lieu of academic credentials
Discussion focused on the creation of a cultural map that goes beyond ASEAN. Although there are other important topics, such as loosening visa requirements and recognizing professional qualifications in lieu of academic credentials, the committee wanted to provide a broader and holistic policy structure on which the incoming government could base policies on cultural exchange ... Taiwan-SEA Cultural Networks Group Discussions (II)
Group II： Enhancing Civil Society through Arts
(1) Art and cultural events in SEA with the support of Taiwan
(2) Taiwan as a platform for free expression and information
(3) Connecting long-term and short-term SEA immigrant communities through art
On the subject of supporting art and cultural events in SEA, the committee believes that Taiwan could create a platform on which people can exchange stories and share experiences. Policy should not be based on the conceit that Taiwan is "superior” or is here to "help” Southeast Asian artists participate in civil society. It is worth thinking outside the box and rethinking our definition of "Southeast Asia” ... (read more)
Southeast Asia (SEA) Advisory Committee Recommendations
The members of the Southeast Asia (SEA) Advisory Committee recommend that the Ministry of Culture should draw from the democratic vitality, diversity and inclusiveness within Taiwan's society to determine its strategy vis-a-vis Southeast Asia. By pursuing its own approach to promote intellectual and cultural interaction, we believe Taiwan can achieve substantial and long lasting impact.
We envision the role of the Ministry of Culture as an enabler to facilitate and support exchanges and engagements with SEA. By empowering national and regional cultural actors, the Ministry will create a conducive process that will generate substantial meaningful community-to-community dialogue that aims to address the issues of their everyday lives.
This approach reflects the diversity of its society, which includes a large presence of people originating from SEA. Taiwan's cultural approach towards SEA will achieve visibility and distinction ... (read more)
