MOC announces new subsidy program to support arts and culture industry in the post pandemic era

Ministry of Culture announced on Aug. 6 that the new "Proactive Arts Relief (積極性藝文紓困補助)" program will subsidize the arts and cultural industries that have been affected by the pandemic. Applications for this subsidy program will start from Aug. 16.

Culture Minister Lee Yung-te hopes that the arts and cultural industries will benefit from the subsidies for physical or online art and cultural performances, creative energy, and talent training schemes, so as to ensure that the industries can continue to create without interruptions, retain talents and work on digital transformation.

Culture Minister Lee stated that the individual application for "Arts Relief 4.0" has ended on July 26 (application for businesses will end on Aug. 31). At least 30 thousand of individuals have received the subsidies, which is more than the total number of approved applications under the "Arts Relief 1.0" and "Arts Relief 2.0" programs.

MOC understands that it is challenging for the arts and cultural environment to resume in short term, therefore the ministry decided to launch the new subsidy program to support the arts and cultural sector, Lee added.

Business applicants, including visual arts, performing arts, publishing industry, film and television production, museums, local cultural centers, and others, can apply under the three different categories.

For applications under physical or online art performances category, those who are eligible include visual and performing arts, traditional operas, online ticket sales of music performances, exhibition activities and others.

As for creative energy subsidy category, those who are involved in the following may apply: visual art creation and curation, performing art production rehearsals, script writing, production of films and television series, innovative research and development for local community, and others.

As for the talent training subsidy, it includes professional development, performance methods, administrative management, organization management, practical training, hands-on learning, workshops, exchange activities and other talent training programs for arts and cultural industries, to support those workers with sufficient energy to face the future.

MOC pointed out that each company or organization can apply based on the principle of subsidizing one project, capped at NT$ 2.5 million.

The subsidies include creation and production fees, curation and exhibition execution fees, marketing and promotion fees, venue and equipment rental fees, rehearsal and performance fees, online or streaming platform service fees (such as photography, video recording, ticket processing, network transmission), expenses related to COVID-19 prevention (such as rapid test kits, PCR test, anti-epidemic supplies), training allowance, lecturer fees, among others.

MOC stated that online application for the subsidy program will be available from August 16 at 9:00 am to Sep. 22 at 11:59 pm. Companies or organizations must fill in the application plan in the system and upload a copy of the person-in-charge’s national identification card and other relevant supporting documents.
