People are what make culture, so with their freedom of expression in mind, a nation should not only protect this freedom, but also create a system of cultural governance and support culture within the public domain.

Culture gradually forms over an extended period of time which, when viewed as work, should be developed with people in mind and from a decentralized position and from the bottom-up. With an attitude of “being more of a global identity by being more down to earth” it should strive to forge something from Taiwan’s inherent essence. The Taiwan Plus policy takes shape through deepening ties with existing cultural, educational and local forms, and by perceiving and creating sustainable cultural development and industry ecosystems to arrive at a link between Taiwanese culture and her international neighbors via the establishment of a homegrown Taiwanese brand.

This department, as based upon the Executive Yuan's 2019 policy directive, has formulated the 2019 policy plan to coordinate with the medium-term policy plan and the budget oversight, and has responded to the economic and social changes whilst dovetailing these with the Ministry's future development needs.

I. Annual Policy Objectives and Strategies


1. Create a frame of reference for cultural responsibility in the community and enhancing cultural accessibility



(I) Advance cultural affairs via the facilitation of a bottom-up approach


i. Opinions from all corners of society should be gathered by the regular organizing of forums for cultural exchange and other such processes of community review, to enable cultural consciousness within the community and find a common context through the further unification of values.

ii. Promote the “Cultural Basic Law” as a benchmark for national cultural policy planning to both safeguard cultural policy agenda stability and sustainability, as well as the cultural rights of the various demographics.

iii. Convene the Executive Yuan's Cultural Council to better coordinate and integrate the cultural resources of the inter-ministerial committees and enhance cultural awareness among the administrative departments and promote inter-ministerial cooperation and integrated culture of governance.


(II) Planning and Reorganization


i. Systems of cultural governance shall be reinforced, and organizational performance improved by the review of this department and its affiliates and their subsequent alignment.

ii. In order to prevent the government from over-directing the creation of resources, medium- and long-term planning shall advance the development of arts and culture with existing or newly established professional intermediary organizations (including administrative legal persons and public corporations) and roll out participatory governance and public accountability mechanisms.

iii. In response to the pulse of development in the communication industry and to secure a sound growth environment for the nation's public media. The department will, with an eye to the future, set about developing a public media system with a sense of public service, industry and international professionalism and expand service coverage. The existing public sectors including Taiwan Public Television Service Foundation (PTS), Radio Taiwan International (RTI) and The Central News Agency (CAN) shall see effective integration of their media resources to enhance the overall framework of public media services and both comprehensively and effectively lead media industry development, thus enabling higher quality audio-visual services to the public.


(III) Promote the “Cultural Experiential Education Program"


i. Collaborate with the Ministry of Education to consolidate inter-ministerial cultural and educational resources and provide cultural experiential content with greater cultural value within school curriculums.

ii. Encourage art venues, art groups and those who work in the arts and crafts industries with untapped potential to continue their development.

iii. Introduce support institutions with cultural arts and pedagogical expertise to transform the various available guises of cultural experiential content, and to provide more content suitable for school teaching as an effort to heighten students' artistic expression and perceptional abilities.


(IV) Implementing cultural equality


i. Implement the "National Language Development Act" to improve the current language crisis among the various ethnic groups. Which will protect the educational resources, communication systems and public services of the native language users within all ethnic groups and create a friendly environment for national languages so as to advance the sustainable transmission and development of multilingual culture.

ii. The study will reduce the various restrictions that have been placed on people's participation in the various cultural activities and bring about better cultural accessibility.

iii. Cultural components and the life experiences of the elderly shall be injected into the long-term care (LTC), community-based care and the museum systems.

(V) Guiding local government in the "Arts and Cultural Venues Operation Enhancement Program"


i. Act as a driving force within the community via the idea of software catalyzing hardware by improving the operational capabilities of venues and industry related establishments to educate and foster the local arts and culture demographic.

ii. Roll out specialist art governance mechanisms to assist local government throughout the various counties in upgrading outdoor space equipment.

iii. Better meet usage demands by taking stock of existing venue resources, then selecting and guiding potential venues through their upgrades, and improving the quality of arts and cultural exhibition services.

(VI) Rebuild Taiwanese Art History

i. Enhance institutional functionality and remit, rebuild Taiwanese art history collections and the mechanisms for researching and interpreting them. Further reinforcing its context by examining and looking into whilst undertaking in-depth research and developing a diversity in art perspectives on the various kinds of contemporary art, including the fine arts, music, crafts, literature, the moving image, architecture, the performing arts and audiovisual art.

ii. Reorganize the relationship between local art and literature and history and the development of Taiwanese art, and systematically reconstructing the history of Taiwanese art.

2. Preservation, revitalization and the regeneration of tangible and intangible cultural heritage and the reconstruction of historical sites


(I) Regeneration tangible cultural heritage and the reconstruction of historical sites

i. Enhance and integrate from the pre-investigation and research phase through to the completion and upkeep of select indicative cases of cultural assets to act as demonstration pieces for the promotion of tangible cultural assets; the additional promotion of the reconstruction of historical sites, consolidating local history and cultural technology via software leading hardware to further the development of both rural and urban locations through cultural governance, and furthermore with the cross-regional integration of ministries and councils development plans or the overall plans of local governments, re-linking and re-creating the historical memory between the land and people, and thus re-cultivating cultural ecology.

ii. The building of the Photography Cultural Center, located in Taipei City, the monument "Osaka Merchant Shipping Co., Ltd. (Osaka Shosen Kaisha) - Taipei Branch", and reconstruct it according to the original likeness of 1937, linked to the surrounding cultural assets, facilities and urban space, in order to carry on and reproduce history and the people's memory via the establishment of a complete photographic history.

iii. The “National Museum of Taiwan History Upgrade and Development Program” has been implemented to optimize and reorganize the exhibition and collections space and corresponding cultural assets and facilities; as well as to recreate the new highlights within Taiwanese culture.

(II) The inheritance of intangible cultural heritage

i. On the preservation and revitalization of traditional performing arts, traditional crafts, oral traditions, folklore, traditional knowledge, including the government supported local festivals and the preservation and maintenance plans for intangible cultural heritage, and the extended entrepreneurial training programs.

ii. Promote the "Taiwan Traditional Theater's Spawning the Talent of Tomorrow Program" to enable folk troupes to find their native land roots and continue the cultivation of newcomers in order to preserve traditional performing arts; and furthermore organize the "Traditional Opera Successors Supporting Program” which will improve the traditional performing arts eco-chain through the comprehensive development of the troupe successors, along with the preparation and optimization of the performance venues.

iii. Promoting "The Fostering of Arts and Crafts.The Regional Revitalization Project” program to save local crafts culture, using technology and inter-disciplinary knowledge to assist local crafts and traditional industries to rediscover their applicable sustainable business entry points and transform into new technology industries, create local craft culture hotspots and opportunities, and then go on to drive the enhanced development of particular local cultural features.

iv. Once preservation steps have been taken, the “Taiwan Cultural Memory Bank” will be used to increase and connect the number of cultural and historical workers with the community, schools, museums, and local cultural centers. The integration of local cultural and historical research materials is with a view to getting the larger community to write down their experiences and stories from within their local culture and create cultural materials for value added creations to be used along with other forms of digital content.

v. To promote transitional justice and build a research platform for Taiwan's human rights archives, to keep historical buildings frozen in time, replete with their historical memories and develop them into the human rights memorial at the National Museum of Human Rights; and furthermore, liaise and align with international human rights bodies to further implement Taiwan's continued democratization.

3. Establish an overall policy for cross-level cultural preservation and the consolidation of the museum system


(I) Research and develop a ‘cooperative’ component for the multi-level preservation of culture

i. Implement the 37 sub-laws of the Cultural Heritage Preservation Act, establish a cultural heritage and disaster prevention and protection program, and establish task specific district service centers to ensure the consistent maintenance of cultural heritage.

ii. Guide governments at all levels to establish an administrative district focused comprehensive program for cultural preservation, so that it can be better connected to everyday local life, and in order for governments at all levels to exchange views and coordinate better with cases that are in dispute.

iii. Establish a local cultural report, hold annual e-meetings, and propose participatory approaches.

(II) Integration of the museum system

i. Select various regional existing national-level museums and develop them into core research museum for particular fields to help lead similar kinds of public and private museums nearby.

ii. Guide the establishment of private, small and medium-sized museums and assist with establishing or supplementing enterprise operated museums.

iii. Apply the museum system to supporting local cultural space and in becoming a community "MLA" (museum-library-archive) complex and mold the cultural heart of the community.

(III) Promote the preservation and promotion of Tibetan culture related business

i. Handle the promotion of culture, education, exchange, vocational training, as well as academic pursuits, the compilation and publication of literature, Tibetan contact guidance and other matters.

ii. Combine resources from all walks of life to organize Mongolian and Tibetan cultural activities, promote and advance the development of Mongolian and Tibetan culture in Taiwan and exchange visits between the two nations to further augment Taiwan's multicultural context.

4. Institute and endorse "Local Knowledge"


(I) Integration within local communities: link up community cultural workers, academic communities with local governments, and integrate local schools, libraries, district offices, cultural and historical studios, community organizations, arts and cultural spaces, museums, art galleries, cultural landmarks, bookstores and even residential spaces, to become "Cultural Hotspot” for the dissemination of local studies and learning.

(II) Connect local knowledge educational networks: invest in the expansion of cultural heritage, the use of new technologies, in order to expand the research, collation, promotion of local studies to further "accessibility and effectiveness" and furthermore include local cultural history and industrial ecology and other such local knowledge in the learning network.

5. Encourage young people to return to (or remain) in the community or smaller townships and provide a solid foundation of community infrastructure


(I) Connect local organizations and industries as teaching platforms for the ongoing cultivation of local culture by constructing an environment which is conducive to bringing new blood into the various societal creative pursuits, thereby enhancing the continuation of local knowledge and community governance; facilitating and advancing a decentralized social transformation from the ‘bottom-up’ within regional communities.

(II) Through such strategies as combining private resources, assist with integrating enterprise with society, and with the introduction of professional full-time personnel, enable community organizations to develop their local culture into part of the "social safety net”; in such as cottage industries, social welfare and medical care, community safety, cultural education, environmental and ecological protection, environmental landscaping and community care, etc.

6. Promote the establishment of intermediary organizations and internationalize the Taiwanese cultural life brand so as to market Taiwanese values


(I) Promote the establishment of an administrative legal body, the Taiwan Creative Content Agency, as an intermediary organization between the government and the private sector, which shall take an arm’s-length approach that respects the autonomy of cultural expression and provides professional governance. Through a complete professional support system create a common platform for resource integration and cross-sectoral cooperation, to promote the cultural content industry ecosystem and advance the application and industrialization of cultural content in order to shape the national cultural brand. Which can then expand overseas business opportunities and accelerate its international footprint, thereby establishing Taiwan’s cultural discourse rights.

(II) Develop and support two-track funding, the step-by-step fostering of talented personnel along with providing guidance and building more access.

(III) Aid the establishment of the internationalization of the Taiwanese cultural life brand to further market Taiwanese values.

(IV) To enhance public sector procurement of cultural brands and improve brand visibility.

7. Boost the cultural economy


(I) Upgrade production and circulation in the broadcasting industries

i. From a production perspective: first, give further support to talent cultivation in schools and through broadcasting; secondly, set about using professional administrative legal institutional bodies to act as advocates through a transparent process with public accountability and participation; With the nation’s broadcasting content in mind, utilize subsidies to encourage the production of original creative content and high-quality differentiated content, research and create program models and set about augmenting audiovisual capacity and improving production technology and specification. Furthermore, encourage interaction between broadcast content industries and new media platforms in cross-platform and cross-field cooperative ventures to further boost the nutritional content and increase international competitiveness.

ii. In terms of funding: establish investment and financing policy tools to build sound cultural financing by encouraging private investment and aiding operator fund raising to improve production specification and capacity.

iii. In terms of circulation: For the film industry, the department shall extend its backing of the national film academy, increasing film viewing venues and audiences. Then through marketing strategies both at home and abroad, popularize the Taiwanese film brand to increase its market size and development potential. For the television industry, the department will work with the National Communications Commission (NCC) to enhance the visibility and quality of home-made programming, and through a nationally formed task group set about integrating the idea of the domestic and foreign marketing of television productions to further its international competitiveness.

iv. Promote the "Northern Pop Music Center" and the "Maritime Cultural & Popular Music Center" programs to help support the utilization of small and medium-sized performance venues and their equipment upgrades to open-up market access and complete the development of the Taiwanese popular music performances market segment.

(II) Revitalize the publishing industry and foster growth in the comics and games industries

i. Through the support of cross-border publishing applications, turn the publishing industries into “story ground-support” or Taiwan’s powerhouse of innovation. This may be achieved by connecting the performing arts and anime, comics and games (ACG) industries with the broadcasting industries, along with the publicization of the research results of the Academy.

ii. Continue to reinforce the cultural diversity in publishing that is created by independent publishing and brick-and-mortar bookstores and expand the overseas Mandarin language market using the advantages gained from having "The Most Liberal Cultural Publishing in the Mandarin-Speaking World".

iii. In the ACG industry, the department has set up a comics base to encourage creative exchanges, cross-border media and exhibition sales, advancing the "Program for New Media Cross-Platform Content Production" and increased the creation, dissemination, interpretation and use of Taiwan's homegrown ACG content to align it internationally.

iv. The digitalization of the publishing industry to assist small and medium-sized operators in responding to the demands of digital development.

(III) Create a Taiwan Contemporary Culture Lab

i. With cultural experimentation at heart, from artistic and cultural innovation to social innovation go about shaping a creative field of futuristic imagination and support the generation of further artistic creativity. Establish an experimental cross-field platform for knowledge and initiate links for international collaboration to accommodate the convergence of various experimental creative abilities, and thereby positively drive culture.

ii. With five main labs, such as "Contemporary Art", "Digital Culture", "Audio", "Memory Engineering" and "Social Innovation", which shall be organized around the cultural experiment themes; then through seminars and workshops and such forms, solicit proposals and exhibition exchange activities. Encourage the generation and presentation of various experimental programs.

(IV) Create a "Taiwan Cultural Route"

i. With Taiwan's historical culture as the main theme, create a theme-based cultural route from the local culture out to the globe; one which showcases Taiwanese culture by combining the spatial, her stories, education, science and technologies, etc. Establish a cultural route integration network platform, adopting a decentralized bottom-up and public participatory approach, through participation from both the professional and public sectors, coordinate the theme of the route from multiple perspectives and combine local knowledge allow the route to link up with Taiwanese culture from multiple angles.

ii. Integrate Taiwan's local and in-depth cultural tourism resources and combine the policies of youth returning home from the cities and local innovation, so as to create local output value and economic benefits and enhance the positive development of cultural tourism.

(V) Promote the “Flagship Fashion Cross-Border Integration Program”

i. Construct a digital application ecosystem, for the comprehensive marketing of the Taiwan brand in cross-border fashion, by integrating cross-sectoral resources and integrating Taiwan's unique cultural elements; connect the entire fashion industry with the performing arts, art visual design and music creations, tourism, film and television cooperation and science and technology related industries for cross-border collaboration and to establish Taiwan's original fashion brands and export Taiwan's unique life-style.

ii. The executive council made up from this department and the Ministry of Economic Affairs have jointly established a platform for planning the organizational components of Fashion Week and Fashion Awards; promoting the "Fashion Awards" honors outstanding Taiwanese designers and assists in uncovering new generations of international talent; the establishing Taipei as a fashion hub through the hosting of the Taipei Fashion Week to enhance the international popularity of Taiwanese brands. The subsidy of fashion cross-border creation events stimulates new ideas and creative exchanges within the various cross-border fashion fields. Organize similar programs for personnel training and build the personnel needed to cultivate the internationalization of the industry.

8. Advance cultural and technological governance


(I) To implement the policy concepts of combining culture and science and technology, formulate a cultural and technological policy agenda, and plan and implement various action plans to comprehensively prepare for cultural and technological capacity.

(II) Produce cultural innovation: develop and support cultural content industries such as in the various cultural fields, and of cultural preservation and art, film and television, pop music and ACG; support science and technology combined application innovations.

(III) Value-added applications: propose cross-field integration of cultural content technology applications to create additional value.

(IV) Authorized acquisition: an inventory of digital assets, to assist in the establishment of a friendly environment for authorized operators and creators to leverage.

(V) Accessibility experience: apply advanced technology in the hardware repairs and upgrades of cultural heritage applications, museums and other cultural domains and in the use of software for story-narratives; connecting art and literature to the network and create an interactive musical experience.

(VI) Catalyze a new economic cultural model: aid content providers to propose effective systematic IP development approaches to introduce technological applications, cross-field chaining and innovative business transfer models, to see a stronger and healthier cultural content industry.

9. Multi-faceted development of cultural diplomacy


(I) International cooperation with localization

i. Continue to promote the strong ties and cooperative ventures of international cultural institutions in Taiwan and encourage international organizations NGOs to set up in Taiwan and encourage local youth participation.

ii. Cooperate with local governments and the various national representatives in Taiwan to develop more cosmopolitan cities and furthermore for the purposes of connecting international platform resources.

(II) Internationalization of local culture

i. Market the primary domestic cultural brands, introduce Taiwan's contemporary art and representative neo-classics into the international sphere, and then from there introduce Taiwanese television and film industry productions to international audiences via the conceptual integrative efforts of the “national task group”. Promote cross-strait cultural exchanges and industrial advancement and leverage Taiwan's democratic and multiculturalist features to cement Taiwan's solid brand advantage within Mandarin-speaking society.

iv. Promote the internationalization of Taiwan's cultural festivals and local cultural support programs, shape the international cultural recognition value of local cultural and artistic activities, and promote cultural tourism and prosperity of local industry.
