Ministry of Culture publishes 'Community Building Policy White Paper' to promote community building

After a year of discussing and sorting out the suggestions of the National Community Building Conference (社區營造大會), which took place between Nov. 30 to Dec. 1 in 2019, as well as gathering relevant information on community building, the National Community Building Conference published the "Community Building Policy White Paper (社區營造政策白皮書)" to demonstrate the participation of all people in planning the community building of tomorrow.

In order to trace the development of community building promotion in the last 30 years, the Ministry of Culture launched 16 civil action, and community building forms, and preparatory meetings in addition to launching the 2019 National Community Building Conference.

The "Community Building Policy White Paper" brought together thousands of participants in the National Community Building Conference to create the blueprint for practical experience and imagination in relation to community development. It also included many front-line workers, public sector representatives, experts and scholars who jointly forged four major policies "public governance," "generational advancement," "diversified equal rights" and "social co-creation" after thorough consideration.

Minister of Culture Lee Yung-te expressed his deep gratitude to partners and the advancement of community building in the last 20 years. Because of the long-term participation of the private sectors which led to the creation of a grassroots force, community building continues to deepen in light of social action and social deliberation in recent years, at the same time highlighting Taiwan's most valuable local vitality.

MOC pointed out that the current Taiwanese society is facing multiple challenges such as globalization, aging population structure, changes in industrial structure, digital transformation, climate change, and the sense of relative deprivation in younger generations. In the face of challenges, in the future, there is a need deepen social building, nurture more civic-conscious and action-oriented cultural citizens, and give birth to a new model of public governance that is conducive to community building. Participating in discussions, facing and solving problems, and creating a vision are ways in which to respond to the various emerging challenges locally.

MOC will continue to build a support system that is conducive to the development and promotion of community building under the policy context laid out in the "Community Building Policy White Paper" in sustaining the driving force of Taiwanese society.
