2021 National Cultural Congress holds final regional forum in Hualien

The "2021 National Cultural Congress (全國文化會議)," organized by the Ministry of Culture, held its final regional forum in Hualien on Nov. 20.

This year's National Cultural Congress revolved around the theme of "undying culture" from the perspective of cultural sustainability, with topics closely tied to "cultural life" and "cultural production."

Like the previous three forums, the Hualien forum touched on the topics of "Strengthening Local Culture and History," "Translating and Application of Taiwanese Cultural Values," "Promoting cultural cross-domain and international cooperation," and "Youth participation and Cultural Equality."

The director of the Cultural Affairs Bureau in Hualien Wu Chin-yi (吳勁毅) participated in the forum, and explained the direction of Hualien’s current arts and cultural development.

After each topic was explored and discussed by the respective scholars and experts, the forum was open for questions from the online participants. The questions were related to the public’s sharing of cultural and historical data, restoration of cultural assets, operation and designation rights, art and cultural subsidy mechanisms, strategies of East Taiwan’s cultural industry, international promotion of local culture, public participation through local cultural forums, the distribution of cultural budgets, youth participation in cultural professions, and the youth awards grants program. MOC pointed out that the opinions of each regional forum will serve as references for formulating future cultural policies.

In his speech, the Deputy Minister of Culture Hsiao Tsung-huang (蕭宗煌) stated that the Council for Cultural Affairs (CCA) had previously held the National Cultural Congress in 2002, before holding it again in 2017 after the establishment of the MOC. According to the "Culture Basic Law (文化基本法)," the MOC is required to hold the National Cultural Congress every four years.
