The National Taichung Theater was established to promote arts and culture, incubate creative and cultural brands, and make arts a part of people's everyday life. It serves as a public venue that offers cultural activities, exhibitions, and performances. It also aims to become an educational facility by making music and books more readily available to the public.

Designed by Japanese architect Toyo Ito (伊東豐雄), who seeks to break established architectural forms, the theater is not merely an opera house, but an architecture that promotes relations between humans and the natural world. The space Ito created allows one to feel the flow of sound, light, and air at every corner of the venue.

The theater is a multifunctional building that houses theaters, including Grand Theater, Playhouse, Black Box, and Outdoor Theater that are designed with different sizes, styles, and themes. The theaters allow audiences to have a comfortable viewing experience in a spacious and cozy environment.

The venue also includes Corner Salon and Sky Garden, which are more intimate spaces for holding exhibitions, salon lectures, and film screenings, and another venue on the sixth floor suitable for holding outdoor concerts and film screenings.

In addition, an incubation site called VVG School is situated at the first floor, bringing both established and entrepreneurial creative brands together. Cafés, restaurants, and markets are also available at several different floors of the venue.

The theater has also launched artist-in-residence programs to invite artists from different fields to study, research, and create, as well as interact with local communities during their stay in central Taiwan.

Together with the National Theater and Concert Hall in northern Taiwan and the Wei-Wu-Ying Center for the Arts in southern Taiwan, the National Taichung Theater is part of the National Performing Arts Center that is seen as the key to the structural upgrade of the arts education and cultural environment in Taiwan.
