MOC to launch 2021 National Cultural Congress

In order to uphold the commitment to hold a national cultural conference once every four years, the Ministry of Culture will organize the 2021 National Cultural Congress (全國文化會議) in addition to holding four forums in the northern, central, southern, and eastern regions of Taiwan prior to the congress this year. 

The MOC will additionally plan four forums on the topics of film and television industry, exhibition industry and art development, IP content industry, and cultural digital communication and technology application. The ministry looks forward to discussions with the public and experts on cultural issues so as to advance cultural policies and together create a high-quality cultural landscape.

After the National Cultural Congress in 2017, the MOC launched the "Cultural Fundamental Act," "Development of National Languages Act," and studied the "Culture and the Arts Reward and Promotion Act" in order to perfect the cultural legal system. The MOC also established the Taiwan Creative Content Agency (TAICCA) and the "National Center for Film and Audiovisual Heritage (國家電影及視聽文化中心)" as well as upgraded the National Museum of Taiwan Literature (NMTL) and the National Museum of Taiwan History (NMTH) to third-level agencies, both of which enriched Taiwan's cultural governance and cultural ecosystem.

The 2021 National Cultural Congress will revolve around the theme of "undying culture" from the perspective of cultural sustainability, with topics closely tied to "cultural life" and "cultural production." The regional forums will explore the four major themes of "strengthening local cultural history," "translation and application of Taiwan's cultural values," "promoting cultural cross-domain and international cooperation," and "youth participation and cultural equality."
