The opening ceremony on Dec. 3 was attended by Deputy Minister of Culture Hsiao Tsung-huang (蕭宗煌), NTMoFA director Liao Jen-i (廖仁義), curators Yeh Ting-hao (葉廷皓) and Chiu Chi-yung (邱誌永), participating artists, and other guests.  NTMoFA director Liao said that the museum is a base supported by MOC to promote technology and art. At this year's festival, six groups of Taiwanese artists and three groups of foreign artists will bring several brilliant audio-visual performances to Taiwanese audiences.

At its fourth edition, the 2023 TILF adopts the theme of "Scenery of Dataflow" to discuss how data have become the foundation for supporting and driving artistic creation throughout the development of contemporary tech art, introducing fluidity and diversity into art exhibitions and performances.
