Born in 1904 into a family of traditional Chinese medicine in a Hakka village in Hsinchu County, Peng Ruey-lin lost both of his parents as a teenager. To secure a stable future, he enrolled in Taihoku Normal School, where he excelled academically while nurturing a deep passion for the arts.
In 1906, the first modern sugar factory in Taiwan was established there by the Japanese Meiji Sugar Company, later becoming Jiali Sugar Factory. The predecessor of Soulangh Cultural Park was a group of 14 warehouses belonging to the Jiali Sugar Factory, covering an area of approximately 13.8 hectares.
